Decide
POST/api/public/v1/decisions/{decision_id}/decidewrite
Act on one decision from list_decisions. action 'primary' on a reply marks the meeting booked (speakers.reply_status = booked); on a row that opens a screen (QA hold, calibration, set aside) it is refused with the href to open instead. action 'dismiss' puts any open row away. Either can be taken back with undo_decision within 12 seconds. Nothing here approves or sends a message.
