List decisions
GET/api/public/v1/campaigns/{campaign_id}/decisionsread
The Needs-you queue for one campaign (room): the things Q will not do alone. One row per reply not yet booked (effect meeting), and one room-level row each for QA holds, a waiting calibration sample and the people the qualifier could not call (effect intel). Each row has a stable id, a state (open, done, dismissed, closed), a primary_label and, for rows that open a screen instead of changing data, an href. Refreshed from the room's own tables on every call unless refresh=false.
